Minutes of the Meeting of the Finance & General Purposes Committee
held on Wednesday 16th June 2010 at 7:30 pm.
Present: Chairman: Cllr Fred Lewis.
Councillors: Andy Barnes, Melvyn Blackband, Ann Bridges, Simon Bridges, & Lorna Reed
In attendance; Colin Hunt, Clerk to the Council.
The Chairman opened the meeting. There were no members of public present.
11. Apologies
Apologies were received and accepted from Cllrs Richard Burt and Morgan Nahid.
12. Declaration of Substitute Members.
There were no substitute members.
13. Declaration of Interests.
There were no declarations of interest at the outset of the meeting.
14. Minutes of the Previous Meeting.
The minutes of the previous meeting held on 19th May 2010 were accepted and agreed to be a true record at the Full Council meeting on 2nd June 2010.
There were no matters arising.
15. Public Forum/Questions.
There were members of the public present.
16. Accounts for Payment
The Chairman went through the income and expenditure sheets for the month and it was RESOLVED that amounts in the sum of:-
16.1 Current Account £33,575.08 and
16.2 Clerk's Payments A/C £11,173.29be paid and that the income figures be noted.
A list of cheque payments for the month to date was circulated to Members and cheques were signed by the designated signatories in the sum of £12,096.43.
17. Approval of the Councils Cash Balances & Investments.
It was RESOLVED that the cash balances and investments of the Council totalling £320,101.46 was a true record. Committee noted that this was favourable in comparison with the same time last year in consideration of the investments made through the provision of the new kiosk and van within the last year.
18. Correspondence Received.
There was none
19. Clerk’s Report(s).
19.1 Outstanding debts
There were two substantial outstanding debts of £800 owed to the Council in respect of hiring of the Parish Hall. The Clerk had written on several occasions to both persons and offering to discuss the matter. Neither had responded and Committee was requested to determine how to proceed in this matter.
Council were aware of the outstanding debts and had subsequently instructed that it be notified if any future hirer accrues more than one month’s outstanding payment of fees.
In relation to the two debts before Committee RESOLVED seek County Court judgements against the two debtors through the Small Claims Court. The persons will be notified of this decision which will be enacted upon the Clerks return from leave.
In consideration of this matter Committee were also aware of the reasons behind the arrears in relation to the bar and RESOLVED to temporary suspend the hire charges for the bar on Mondays through to Thursdays. This matter will be reviewed in six months time.
19.2 Estimates for Parish Hall toilet refurbishments.
Committee was reminded that £15k has been budgeted for the refurbishment of the Ladies and Gents toilets in the Parish Hall, which was originally programmed for last year but due to difficulties in obtaining estimates the works had been delayed. Estimates had now been received which were reported as follows:-
Gents toilets - £12k
Ladies toilets - £13k
This was £10k over budget and Committee was requested to determine how it wished to proceed.
In view of the pending issue relating to the future of the Parish buildings which was raised at the Village forum and to be debated at the next Council meeting it was RESOLVED to defer this matter to the next meeting of this Committee.
