LANCING PARISH COUNCIL
Minutes of the Meeting of the Finance & General Purposes Committee held on Wednesday 15th February 2012 at 7:30 pm.
Present: Chairman Cllr Fred Lewis
Councillors Andy Barnes, Melvyn Blackband, Richard Burt, James Butcher, Ann Bridges, Steve Martin, Morgan Nahid & Lionel Parsons.
In attendance; Colin Hunt, Clerk to the Council
There were no members of the public present.
91. Apologies
Apologies were received and accepted from Cllr Simon Bridges.
92. Declaration of Substitute Members.
There was no substitute Members.
93. Declaration of Interests.
There were no declarations of interest at the outset of the meeting.
94. Minutes of the Previous Meeting.
The minutes of the previous meeting held on 18th January 2012 were accepted and agreed to be a true record at the Council meeting held on 1st February 2012.
There were no matters arising.
95. Public Forum/Questions.
There were no members of the public present.
96. Accounts for Payment
The Chairman went through the income and expenditure sheets for the month and it was RESOLVED that amounts in the sum of:-
Current Account £15,345.67 and
Clerk's Payments A/C £9,718.48. be paid and that the income figures be noted
A list of cheque payments for the month to date was circulated to Members and cheques were signed by the designated signatories in the sum of £6,689.64.
97. Approval of the Councils Cash Balances & Investments.
It was RESOLVED that the cash balances and investments of the Council totalling £120,800.12 wasa true record.
98. Correspondence Received.
98.1 Letter from Jayne Sykes Strudwick requesting a grant for flowers to be planted in the flower beds on Beach Green in readiness of the Jubilee celebrations.
After consideration Committee agreed to grant £50 towards the cost of flowers.
There was no other correspondence.
99. Clerk’s Report(s).
99.1 Budget update.
Attached to the agenda as appendix A, was a statement of Council finances to the end of January 2012 (fiscal month 10), which showed the latest budget forecasts to 2014.
The forecast was within the previously agreed budget targets and showed the Council finances to be in a healthy state. The Clerk gave explanations to the Committee on a number of the matters and explained the anticipated increase to the wage bill which was to account for the newly created trainee post which was likely to be filled in 2012.
Committee noted this matter and was pleased to learn of the health of the Council budget. .
99.2 How the Precept is spent.
Attached to the agenda as appendix B was a paper, which detailed how the Council uses the precept to run its services and facilities. This information had been placed on the Council’s web site but Committee was asked to consider making this available to a wider audience by publishing this in the next edition of the Village Voice.
A centre fold would cost approximately £750 and would incorporate the list of Council’s achievements over the last four years as reported to Council at its last meeting.
After consideration it was RESOLVED the £750 spend to include the cost of services and Council’s achievements in the next edition of the Village Voice.
On this matter Committee was concerned about the number of residents that did not receive the last edition of the Voice. The Clerk had spoken to the publisher and distributor to emphasis the importance to the Council that all households in the Parish receive the Voice and that the Council will be monitoring the next edition closely.

There was no urgent business.
The meeting closed at 8:15 pm.
