Notice is hereby given that
you are required to attend the Full Council Meeting of the Lancing
Parish Council, to be held on Wednesday
5th November 2008 in the Council Chamber, Parish Hall, South
Street at 7.30 p.m.

Members are reminded to make any declarations of personal and/or
prejudicial interest that they may have in relation to items on this
agenda.
Notice should be given at this part of the meeting of any intended
declaration. The nature of the interest should then be declared later at

At
the outset of the meeting the Chairman informed the Committee that in
view of her recent appointment as Chairman of the Council she will be
attending future meetings of the Committee in an ex-officio capacity.
This meant that there would be a vacancy on the Amenities and
Environment Committee and has referred this matter to this meeting of
the Full Council.
An
item has been placed on this agenda to discuss this matter.
3.4 Finance & General
Purposes Committee held on 15th October 2008.
Matters arising
At
the outset of the meeting the Chairman informed the Committee that in
view of his recent appointment as Vice Chairman of the Council he will
be attending future meetings of the Committee in an ex-officio
capacity. This meant that there would be a vacancy on the Finance and
General Purposes Committee and has referred this matter to this meeting
of the Full Council.
An

7.1 A list of email correspondence from

Please note that items on this list will be kept available until the
next Full Council meeting when they will be deleted from the system and
a more current list provided.

10.1
Review of the Council’s Committees
Following the appointments of a new Chairman and Vice Chairman of the
Council and their respective ex-officio capacity to be members of all
committees under Standing Order 42, Council are reminded that vacancies
now exist in the Amenities and Environment and Finance and General
Purposes Committees.
Council are reminded that under Standing Order 41 it may appoint new
members to these committees or alter the membership of any committee at
any time.
10.2
Beach Green
To
consider the outcome of the Lancing Parish Residents meeting held on 23rd
October 2008 regarding the restoration of Beach Green and to discuss the
next stage of proceedings and future action.
10.3
Lancing Festival
An
initiative was introduced at the Amenities and Environment Committee to
organise a Lancing Festival next year. (Minute 49.1 A&E refers) A sum of
£1500 has been provisionally budgeted (Minute 59.3 F&GP refers) and will
be included in the final draft budget to be presented to Full Council at
its meeting in December (Wednesday 3rd).
Council is requested to agree the initiative and to elect a working
group to organise the event and report back to Council as appropriate.
10.4
The Clerk & Facilities Manager contracts of
employment.
The
current Clerk and Facilities Manager have now completed their six month
probationary period of employment. The Council are required to confirm
acceptance or otherwise of the permanent positions of Clerk and
Facilities Manager to the Lancing Parish Council.
The
Council may wish to take this opportunity to discuss and address with
the Clerk and/or Facilities Manager any issues of their employment
and/or performance over the sixth month period and which may have not
been to the Council’s satisfaction.
The
Council are reminded of Standing Order 37 relating to the employees of
the Council and may chose to take this item in Camera.

Meetings are open to members of the public, and that copies of agendas
will be posted on the internet and available at each meeting or by
request, in advance, by telephoning 01903-753355.
Questions and statements from the public
will be responded to at all meetings, at the time allocated for this.
