Lancing Parish Council was set up in 1894. It covers the area between Shoreham-by-sea and Worthing from Western Road (adjacent to Brooklands) and Sompting in the west through to the River Adur in the east. It stretches from the beach and coast inland to include part of the South Downs.

Minutes of the Meeting of the Planning Advisory Committee held on
Wednesday 15th February 2012 at 7.00pm

Present: Chairman: Cllr. Mary Hamblin

Councillors: Ann Bridges, Richard Burt, James Butcher, Fred Lewis, Steve Martin, Morgan Nahid & Lionel Parsons.

In attendance; Colin Hunt, Clerk to the Council

 

The Chair welcomed those members of the public present.

 

181.     Apologies.
 

            Apologies were received and accepted from Cllr Brenda Collard.

 

There were no other apologies.

 

182.     Declaration of Substitute Members.
 

            Cllr James Butcher was substituting for Cllr Pat Beresford.

 

There were no other substitutions.

 

183.     Declaration of Interest.

 

There were no declarations of interest declared at the start of the meeting.

 

184.     Minutes of the previous meeting

 

The minutes of the previous meeting held on 1st February 2012 were attached to the agenda.

 

            It was noted that in relation to items 175.1 & 175.2, Cllr James Butcher also voiced objections to the Drumconnor application from the public gallery and was equally concerned of a precedent being set if a further extension of this temporary permission was granted. This matter will be added to the minutes.

 

With the exception of Cllr Butcher’s comments being omitted the Minutes were approved as a true and accurate record.

 

There were no other matters arising.

 

185.     Public Forum and Questions.

 

185.1   There were a number of residents present who were seeking information regarding the Brighton and Hove Albion application. As this matter was not on the agenda questions on this subject could not be taken at the meeting.

 

            However the Chair confirmed that Council had received notification from ADC that the planning application concerning the proposed Brighton and Hove Albion Football Club training facility at New Monks Farm was in the process of being registered and that it was likely that this item would appear on the agenda of the next meeting of this Committee in March.

           

            This being the case, and in consideration of the number of residents who may likely wish to attend the meeting and to allow those residents sufficient time to voice any opinions and to also not hold up the next planning meeting and the following Council meeting, the Chair, under Standing Orders (SO 44 (a)), summoned a special meeting be held in the Jubilee Hall on 8th March 2012 at 7:00 pm.

 

            No other business will be considered or transacted at that meeting other than the planning application submitted by Brighton and Hove Albion Football Club. Notices will be placed in accordance with regulations and in the normal locations as well as on the Parish notice board at the Post Office in the Village.

Those members of the public present thanked the Committee and left the meeting.

 

There were no other questions.

 

186.     Determination of Planning Applications.

 

Councillors Fred Lewis and Mary Hamblin advised this meeting that they would be on the District Council’s Planning Committee when it makes its final decision on the planning applications being considered by the Parish Council. Therefore, any decisions made at this meeting will be reconsidered by them afresh and with an open mind at the meeting of the District Council.
